Why the bar empties around level 19

Do not farm for a Mana Regeneration affix

It does not exist on any slot at any tier. Thirteen stats never drop on gear, and Mana Regeneration is one of them. If a build sheet lists a regen roll to chase, the sheet is wrong. Spend that farm time on a Mana on Kill secondary instead.

What to avoid

Stacking Cooldown Reduction to fix mana backfires. Shorter cooldowns mean more casts per minute, which means more spending per minute against the same income. Cooldown Reduction speeds the rotation; it never discounts it. Only Mana Cost Reduction discounts, and only Mana on Kill and the talents above add income.

Turning off auto-combat and casting by hand is the community workaround from the level 19 thread, and it works, but it trades the idle game away.
